Well, I just updated from Toady's last official version to the newest, fan-made one...

and now only my founder can recruit.

I even recruited some liberal judges, but they have a max of 0.00 for 'leadership' and a max recruit level of 0 too.

How do I go about setting up a hierarchy, if I can only recruit with my founder?

Your loyal subordinates have to gain juice, man.

Doing liberal-related stuff will increase juice (Besides spreading liberalism for sleepers. Currently, its practically impossible to get juice for you sleepers as of what I know)
Examples would be harassing/hacking websites, being a public nuisance, graffiti, etc.

Leadership is part of juice. Without juice, leadership can't be raised, because to raise leadership, you need to recruit. But to recruit, you have to have juice. And when you have juice/leadership, you get more recruits.

Generally, to increase leadership, you just have to recruit people. And I mean, as in recruiting as a full time member. Not "Oh, Hi, lemme talk to you, and then diss you!"

So how much juice do I need before a person is allowed to recruit?

I had it up to ~15 on some of my second-in-commands, but they still couldn't recruit anyone...

50 allows you to recruit one, and 100 is 3.  It keeps going up from there.

Anyway, I found the easiest way is to get a full squad of guitar players, then keep tampering with the jury in the courthouse with someone of the appropriate skills.  If they're good enough at law and persuasion they almost never fail, and it gives everyone plenty of juice.  You're unlikely to get caught, too.

Although in my courthouse they were so stupid that the jury were actually in a civilian area...

On sleepers and juice: My sleeper lawyer earned 10 juice for each case he won for me, a bit less (8 or 9) when he lost.

Recruitment caps depends on your juice, which is shown in the list below:

0 Juice - 0 Recruits - 0 Leadership - 0 Recruit W/ max Leadership
10 Juice - 1 Recruit - 1 Leadership - 2 Recruit W/ max Leadership
50 Juice - 2 Recruit - 2 Leadership - 5 Recruit W/ max Leadership
100 Juice - 3 Recruit - 3 Leadership - 9 Recruit W/ max Leadership
200 Juice - 5 Recruit - 4 Leadership - 13 Recruit W/ max Leadership
500 Juice - 6 Recruit - 5 Leadership - 16 Recruit W/ max Leadership

And the Founder can recruit 6 extra recruits, so the maximum recruitment cap for the founder is 22.
