I think  crude humor would aslo controbute to it's rating. Since the game is somewhat of a 'joke'(exept it's a playable joke that one could have fun without having a sence of humor). It owuld aslo be illegal in conservitive free speech laws!

In terms of the content it is probably a M rated game.

In terms of maturity this game is rather childish... then again it does come off as surreal.

It might be something deeper - it could be ridiculing bypartisan politics, the idea that everyone is for or against you, that a moderate wouldn't help if a liberal shot a conservative.  And that sex and violence can solve everything.  Wait, and kidnapping.

Yeah, it's pretty much direct parody of the older criminal activist groups, and seems to be satirical of American style politics in general.
