It's not just China, the government of Australia is also trying to shield it's citizens from what they deem to be inappropriate for us. On their proposed secret (and leaked) blacklist you'll not only find CP but also quote "incest, bestiality, sexual violence(dominatrixes?), detailed instructions for crime(torrent sites?)" (/q) and anything else the inept minister of 'communications' (MiniComm) disapproves of. Also anything that contains links to anything blacklisted. (Note as the list is classified it's illegal to know what is and isn't blacklisted.)
It's no stretch of the logical faculties to realise that since none of this will stop anyone from being who they are sexually, or accessing content that satisfies them through various work-arounds, it is all in the interest of political power.
The list, at over 1000 sites, is planned to be broadened to over 10,000, and already contains a good amount of innocent material. I sampled 3 random sites, one was incest (well within my rights to view IMO) , one had clothed pictures of a girl model (yes cp but no worse than the girl models you see in those weird beauty pageants) , and a site that I thought was innocent until I found a link (among hundreds) to a site that contained some (pubescent) teens in provocative poses. So 3 tame sites really. So i've finally seen child porn after 15 years of the internet, can't say I was traumitised / illegally aroused.
All that being said, chances are it'll be voted down in the senate anyway, though there are trials being run by most ISP's.
