Chesire DF already uses a good and well developed Library for sound. It just would need a Function that tells the Soundcard what sound-snipet to play with which effects then this or that happens. You may look on the last pages of the DF Codingthread on Generell discussion ;) where we already have discussed some parts of this problem.
