armor sorting

I'm trying to put all my steel armor in one stockpile, and move all old bone armor to another stockpile.  It seems to me this should be straightfoward - change the stockpile settings so that one does not allow bone, and the other does not allow steel, and the dwarves should come along and tidy things up.  That's worked in the past sorting, for example, stones and metal ore.  However, I've made the changes and nothing seems to be happening.  Any suggestions?

If they are in bins it won't work that way. In that case make the steel one accept both and make the bone armour 'take from stockpile' and that should sort it.

If they aren't in bins I have no idea what is going on.

Bins are almost certainly to blame. Bins will only get moved if their entire contents are valid for another stockpile, mixed bins won't get moved. So, set one to not allow bone and the other to not allow steel, then tell one to take from the other. The dwarves will move all the items (eventually) and re-bin them properly. You can then swap the take over to get the other ones sorted. (taking can't form a cycle of just two stockpiles so it won't work to set them both at once).

Is it possible to empty bins by designating them (but not their contents) for dumping?  If so, that might be useful for this kind of problem.

yes indeed, everything's in bins.

I have undertaken the steps suggested by Shades and Torne, but the non-steel items remain in the steel stockpile.

I would set a dump zone (that doesn't dump into a chasm), go into the stocks menu and mark all the bone armor for dumping, wait a while, then reclaim the dumped items.
