As suggested, I'd say that it would make more sense as a part of some "apprentice" system. Where a dwarf above a certain level can get one(or more depending on skill level?) apprentice(s)(hauling, skillgain to a certain level by watching, but learns slower than if he would be making stuff. So he gets experience, but doesn't have to produce crap for his first few levels). Same system could be modified to apply to:

Nobles (manservants: food/cleaning/medical).

Elite Soldiers (squires: bringing food, weapons(?), medical(?) and training bonuses while watching, possibly also a skill gain boost when training with their tutor).

Hunters(squire'ish: bringing food, returning kills, watching combat)
