[40d11]Refuse stockpiles ignored

My butcher shop is getting clogged with bones and skulls from the dead animals in the area and nobody is removing them to put them in refuse stockpiles, custom or otherwise.

1. How many dwarves are set to move refuse?

2. Are they all busy doing something else?

3. Is there room in those stockpiles?

4. Is it located outside?

5. If its outside, is outside refuse set to ignore?  (Check
  • rders)

1. All of them (88)
2. 50 or so of them idle at any given time
3. Plenty, since no one ever uses them
4. Some are, some aren't
5. It was....

Maybe that's why, since the butchers were outside.
