Civilization borders

When the spheres of influence of different civilizations meet, they should not overlap. Instead, the 'alignment' of each tile should be determined by how much it is within the sphere of influence of each of the conflicting civilizations(a la Civilization(the game) style).

When traveling within the borders of an enemy civ, you should also be ambushed by military patrols from that civ as well as predators.

That still sounds like overlap, except tracking degrees of control as well (haven't played Civ so maybe I don't know what you mean).  It's very possible that the game tracks degree of control already and the interface just doesn't tell you about it.

This is a little simplistic.  Generally speaking you should be more likely to get attacked by patrols when in enemy territory, yes, but that should be a result of stumbling into actual patrols that are moving across the map just like you are.  If there AREN'T any patrols in the area for whatever reason, you shouldn't get attacked by them.
