But... I have tons of idle people who some of which I've even given architect and masonry the other skills that have relatively anything to do with making bridges, yet they haven't done it yet, and nobody on the unit list is on their way to doing it either.

yeah, it 'pre picks' the individual stones (or whatever) that will be used to make a construction when you first set it up to be built, and it makes sure that there's a path between those materials and the construction site, but it doesn't bother to check if dwarves can reach those materials. it's probably chosen some stone on the unreachable side of the bridge.

In my limited experience, as zchris13  said, it often takes a long time for architect jobs to get done, particularly if they aren't right in the middle of fortress. (Until of course a caravan turns up, then my idiot architect/trader can't get to work on that bridge fast enough..)
