Lock them in a room with that weapon, forbid what they are wearing, etc, etc.

Alrighty, how would i go about getting a specific dwarf in a room alone?

Activate him and station him in the room. As soon as he finishes eating, drinking, sleeping, tying his shoes, looking at himself in the mirror, combing his hair, going to the salon, smelling roses, dawdling around for no reason, he'll go into the room. Lock the door right there, and then change his armor preferences.

Very specific stockpiles. Or you can have your dwarves dump it there, if there are no other dump zones.

Look at the <p, t> menu.  You can select armor by material, quality, and general sub-type, which actually gives you some great selectivity.  The only downside is waiting for your dorfs to actually sort it out and deliver it.
