Yeah, the "free room" confused me too. Free here is a verb, not an adjective.

Make sure they aren't on duty as well,
I had the problem, I thought my elite wrestlers wouldn't practice for some odd reason, but that was because they were on duty (i set them to that, but I finally got them armed so I wanted to train them in that, but they arent getting much better)

On topic, I have a solitary dwarf who specifically refuses to spar.  All his buddies have already trained up to legendary shield user, he alone has yet to agree to spar in the barracks.  Before you ask, he is the leader of his own one man squad, is off duty, can access barracks, etc.  Instead he just hangs out in the meeting area.
I tried to train him against a goblin prisoner and he got a broken hip and mild brain damage - although he managed to train beyond novice to wrestler and novice shield before I called in someone who knew what they were doing to land the mercy skewer.
Two seasons later he still refuses to spar.  Any thoughts?

You just answered your own question, dwarves with an injury to any part of their nervous system will not spar for the rest of their lifetime, it sucks.

Well yeah it does but he didn't spar before the brain damage - the duel with the goblin was because he refused to train like everyone else
EDIT will he at least shoot targets?
