I'm still relatively new to this game (though I'm working on maybe my 6th fort, and know much more than previous), I think the most evil thing I have done was letting one of my fortresses rage out of control, and lock up all my residents in separate rooms with an individual psycho, while I'm flooding my fort via river.

Those poor kids.

It took a good season for it to completely flood, and half the pop (small as it may be) to die by starvation and at the hands of a berserk dwarf or two, and deconstruct the only doors keeping them all from drowning.

Plus, channeling a new doorway for a siege to enter while it was going on.

They had it coming.

EDIT:
A future idea I want to try out is making a fort where the only way to get in and out of it is via bridgeapult.

Oh, and using my "Castle in the Sky" challenge as well. Z-axis fun.

Ignoring all the ingeinous traps and similar things.
Can it be considered evil to lock all nobles that arrives into a single square room and let them starve?
Considering i'm in the same mentality as when i butcher kittens to prevent a catsplosion when i starve them so i'm unsure if its cruelity or practicality.

I've also constructed a platform above a chasm, told my current mayor to go there and bring all her 10 kids and then i made one of the kids remove the supporting floor tile... We never saw them again.
And their adult big brother escaped all bodily harm during his tantrums.
