Elf Guild Representative for Humans

So, weird thing...

When the human caravan comes to my fort, and Elf always come with them.  It says "Human caravan from Gigolanthath has arrived".  Then immediately "a Elf Guild Representative from Gigolanthath has arrived!"

So, does this mean that the elves and humans are living together, or is this some weird glitch?

Gah!  Could Elven Genocide put me at war with the humans too?

It's a by-product of the legends, sometimes civs can have leaders or even just civilians that don't belong to that specific civ, like an elf queen for your local dwarven civ(the traitors!).

But these elves are really hardcore about being dwarves!
