Multi-hit siege ammo?

Is this possible? I'm trying to make a design where-in the ammo does low damage, but hits many times, so as to simulate a bundle of spears being launched in such a way that the rope binding them is cut open and the spears are left to their own paths. Since launching multiple projectiles isn't in, I was hoping I could make a type of ballista arrow that hits for 20 pierce about 6 times. I recall someone trying this with a whip, but did the results support my idea?

no, weapons and natural weapons use the first damage type until it is no longer usable, then cycles to the next one
won't work for weapons

There is a [HITS:?] tag, but it only works on trap components, such as giant axeblades and spiked balls.

He did it with a whip in a trap, by placing 10 whips in there.
