I am going to assume this is a bug - if I designate an outside meeting zone, my dwarves won't run away to inside when told they can't be outdoors.  They don't run to the meeting zone either, they just stand around wherever they are and wait to get killed (they still run from danger they see, they just don't go "inside".  When I removed the meeting zone they started running inside again.
