Hello, I'm a neofite DF player, and a quite heavy lurker of the forum. I don't know if anything like that was already proposed, but my searches leaded to nothing.
I understand that you can have an embark location with a goblin tower or something like that, and I thought that it would be nice if you could bring back the fight those sieging goblin, by sieging their tower. With a small expeditionary force selected from a fortress, you could attack, dig, collapse, deconstruct and finally destroy a tower or a castle, blocking the attacks from that source, or something like that.
Using the same system used for the fortress building, you could take a carpenter to chop some trees and build a wall to protect the siegers, then a siege workshop to build catapults and ballistaes, with sappers digging channels under the enemy fortress ecc ecc.

Anyway, I believe the "army arc" is in planning, meaning there will be a lot of stuff happening, when it comes to military. One of those things will be "countersieging" if I recall correctly.

At least you can send your army someplace else, other than the map youre playing on. Sounds like what you want, doesnt it?

Yeah, that all falls under what's referred to in the development notes as the Army Arc.  These features are the ones that will be implemented in the near future:
