Yeah, I think that's the one I played.  If memory serves, it really was quite ridiculous how poorly developed it was.

It's entirely possible that I'm remembering something incorrectly though, and the Cossacks series does have it strong points (and this is a clone, really.  Hardly more than a reskin).  Up to you.
