Pet Limit

Dwarves should have a limit to the number of pets they can have.  It should be settable in the init file.  Default is maybe 3?

But I really like the fact that my main engraver engraved a picture of himself embracing all 31 of his cats...

Well, you have to build cages and lock them up as soon as you see the message: "A ... has given birth to ... puppies/kittens/calves/foals/etc". If you are not quick enough, they might get claimed as pet and...produce lag. Or get killed and produce unhappiness. It's really essential to lock them up immediately.

Is there any way to stop them without an unheard of level of micromanagement?
