Mayor 'becomes a mayor' every time he gains a tier of prowess in military

Instead of the 'Urist McStabby has become a Recruit' message, if Urist is mayor it instead announces 'Urist McStabby has become Mayor' despite already being Mayor.

It gives the same message when it should have said '... has become a wrestler' when he advances to novice skill.

That is bug # 001029, which is surprisingly recent given how long it's been going on.

My fortress guards spam the message about becoming a fortress guard every time they gain experience in a combat skill.
