Or maybe the CSS breaks the liberal at the police station?  Surely they have contacts there?
Thi seems like the most probable way. the CSS can't have enough pull to just steal captives from the police, and there's no reason a newly dropped in person would be tried.
Maybe liberals could be taken in for questioning by the police? (2 day to a week, the person can crack, if they have little juice, but other than that, there's no ill effects.) which the CSS then piggybacks.

What I liked in my idea was that it would take into account the scale: if you only have the 3 trusted liberals in your group, you will see this right away, but you have 4 screens worth of activists, you'll probably never know.

That might have been me. although it probably evolved independently several times...

once CSS activates there should be a small chance that one of your activists engaged in regular activities (causing of trouble, selling of brownies, etc...) will disappear for a few days (without a message), and then reappear back, but is now a spy for the CSS.

I introduced it here, but meh.

I lost all the files associated with trying to create citizens' groups and diplomacy, thanks to my second computer implosion. I hope I didn't lose them forever though. Meahwile, I guess I could move onto the relatively 'easier' task of CCS sleepers...though the idea of interrogation seems, meh. I was also planning on all organizations, not just the CCS, own sleepers, and each Organization would use their Sleepers differently.

The most common act of Sleepers however will be to leak certain documents about the LCS' crimes, thereby affecting the issues.

The CCS as a whole have a much easier time going about their buisness then the LCS does.

I see the CCS as being a more popular and more legal version of the Liberal Crime squad... Thus they should have more sway then you do as well as the faith and co-operation of the people. (At least at the start)

The CCS shouldn't just stick to "Blunt Tactics" because you don't have to. The CCS should quite frankly be your active opponent and the serious threat to your success even if you don't make any mistakes.

Heck if the game had a difficulty setting... Id have it adjust how powerful the CCS is.

The CCS' power however should wane near the end of the game... THEN they should degrade into almost a group of homocidal thugs... However since the laws are Liberal, it means the CCS does have more legal power ironically.
-However at that point... the Aftergame should start... For example George Washington could come back to life and try to hack the LCS to peices with his Axe. (Half-joke)

Actively harming the CCS should become part of the gameplay. Leaving them alone should make the game very difficult - impossible to win.

Anyone else notice how easy it is to wipe out the CCS if you hit them right when they are founded?  While I do like eraticating them, I'd like see them being a bit more persistant, with them perhaps reforming two or three times.  But, it's important they don't reform when the LCS is disbanded.

Perhaps, the CCS keeps reforming until the LCS finds the primary backers of the CCS, in the form of publishing CEO, Police Station, and Court House memos.  It might even be nessesary to beat the information out of one member of each of the Arch-Conservative types.

Unlike the LCS, I see the CCS definitely recieving backing from outside sources.

And, if this means the LCS can start getting Liberal Grant Money to balance things out, I have no problem with that at all!

Edit: 
What just happened in the game I'm playing: After liberating the Fallout Shelter from the CCS, they went underground.  They were imposssible to find, so I disbanded.  Big mistake!  I reformed the LCS before the damage got too bad, but found my three full pages of sleepers reduced to three sleepers, and only my founder returned to the active LCS.  I'm certain the CCS will be easy to find now, but it's gonna take a while to rebuild.

Right now, I am trying to get Sleepers up and running, with each of the standard organizations able to go and gain Sleepers. However, as I am not willing to introduce a form of interrogation as a way to root out sleepers, what I plan instead is that as soon as each Organization gains a sleeper, they automatically use that Sleeper. The result is not only damage to the cause, but that you also lose the Sleeper Agent.

...It's not exactly ideal, mind you.

That's why it's not ideal. It's not ideal to the Organization in question that acquired the Sleeper. Then again, it does make the player at least more content.
