Preventing spurious pickup equipment

My problem is this:

I had a goblin siege coming in, they killed an unlucky hunter and started making a charge at my gates.  Then I noticed a few members of my military running outside with pickup equipment tasks (and a number of these are royal or fortress guards who have no business going outside in the first place).  I can't figure out why they're doing it.  Every weapon or armor I could find outside is marked as forbidden and there's a weapon/armor/ammo stockpile which they have to walk past to get outside.  The only thing that works is forbidding the dwarfs from going outside and leaving my defense to a few weapon traps.

How can I fix this?

Does the hunter have bolts in his/her quiver? If there're bone/wood bolts in there the soldiers are probably trying to use them for training in archery range.

Do you have the auto-forbid options turned on in the (o)rders menu?

Ah, I see "claim your death items" set.

I'll try setting that to forbid and see how the next seige turns out.
