I think the player should be able to order specific decorations on specific objects with specific materials. We don't ask the dwarves: smelt some ore, we tell them: smelt hematite ore at smelter nr. 2. We don't ask them to mine a bit, somewhere: we tell them to mine exactly these squares, on that location, nothing more, nothing less and certainly nowhere else.

The use for specific decorations are infinite: a champion's with battle scenes of her life, foodstuff in the dining hall, foodstuff in the starving chamber, images of swelling or crashing waves near the appropriate lever, decorating trade goods with depictions of your fortress to increase fame, preparing a custom gift for a particular dwarf, driving someone insane by engraving the vermin they hate in their bedroom, etc.

I do think that dwarves should have more options for their spare time - which the player shouldn't be able to influence, and furnishing their rooms should be entirely up to them. Then they can also order specific engravings privately.
