chaoticjosh, you're sure it's not just "tiles producing > 2 food produce one less until you have Refrigeration" or something like that, or worse, an Alpha Centauri-like hard cap before a certain tech?

I don't think so, I read the manual, and it clearly states that grasslands give 2 food naturally, and that it gives one more food when irrigated. I have irrigated the grasslands, and I haven't gotten more food! I've checked with other terrain types that do the same thing supposedly, and they do give one more food when irrigated, grasslands is alone in this. I've checked and doublechecked, and the game is contradicting itself.

I've been trying to spark a civil war in Russia during WW2, but to no avail. I had a small country took the capital of mighty Russia, and lo and behold, it did not fell apart.

(Civil Wars happen if a very small civilization is able to take the capital of a very large civilization. The large civilization spilts in two, due to the whole shock of seeing the capital fell.)

In a 'regular' campagin I played, long time ago, I did start a civil war, but it just ended with a brand new American civilization being established and taking half of an old civilization. I thought maybe I could replicate that, but I see it would not be the case.
