Paranoia is a game based on the fact that your meer existance up to the point where you could be controlled by the Player is a miracle in it of itself. You quite litterally live in a world that simply wants you dead.

Ok, I didn't know that, but I was just making a joke about how short I've heard the lifespan of characters is in Paranoia.

Saying that a PnP ruins dwarf fortress because it doesn't simulate every single computation the computer does, is like saying that ThreeToe's stories aren't dwarfy because they don't simulate every single computation the computer does.

PnP RPG is not a simulation of wound and maiming and fluid mechanics done by throwing thousands of dice. The "rules" are there to help in some situations and stay relatively objective.
