[40d7] glacier bottom up-down stairways

I'm not sure if this is a bug or a feature, but I thought I'll post it here as I didn't find any information on it neither in the bug list nor in the forum or the wiki.
When hitting the lowest level in a glacier that is still Ice, so that the floor of the excavated tile is some type of stone, digging an up-down stairway just produces an empty square (like normal digging). A dug up stair works okay, as do constructed up-down stairways. It might have something to do with the fact that the floor tile and the upper part are different materials, but I don't remember that happening in any other fortress I've played. This is my first glacier fortress though, so it might be something totaly normal that I just don't know about.

I'm using 40d9 and this has been happening to me too. It shouldn't happen, I know that much.

Actually this has to do with temperatures, I've heard.  When you carve the stairs they're "inside" and thus warmer than freezing, and melt (instantly).

It's happening all over 40d and I'm sure is the result of temperature difference, with lower part of u/d stairway melting automatically on carving it. Ramps work fine
