Miner Preferences

In a similar vein as workshop preferences and economic stone options, we should be able to set up some options that stop newbie miners from ruining nice stones/gems.  There could be an option in the economic stone screen that sets mining skill requirements for various stones and gems.

While we're at it, maybe change how mining jobs are assigned? Something like "go to y and dig x squares" rather than say have every individual square queued up somewhere, which causes the miners to bounce around like pinballs in the fort.

There are a number of different implementations of this idea, but having the controls be set by the stone menu is the best one by far!

It seems that we may need a few options for each stone

-Normal miner status (current mining allowances)
-Preserve (dug by the top 5% of miners in fort only)
-Dispose (All miners dig at normal speed but at lowest chance of rock recovery

This is great because you can simply designate a big ol' fractal apartment complex, including mudstone, limestone, and ore, and automatically, the best dwarves will focus on mining out the ores, the mudstone will be kept to a minimum, and the limestone will be treated as normal.
