custom-made areas? area editor?

A quick question regarding world gen, terraforming, amazing dwarves and playing god.

Is it possible to make a terraformer that can custom-tailor a zone into an amazing zone with a glowing pit, magma pipe, river, carp, elephants, unicorns and sugar and spice and everything nice?

I heard this was possible, and someone was going to make a facepunch island, but never could find the tool.

EDIT: I'm confused to hell about the terran replicator. It's like the first time I discovered the glowing pit, went  :-\ what is this, I don't even..

Unfortunately I have not used it myself, just remember reading about it while trying to get Dwarf Companion to work.
