Economy and Dump Hauling bugs

In a game with [ZERO_RENT:YES ] in the init file since the fortress was founded, when the economy kicked in, bedrooms had rent and everyone except a handful of founders and 2nd wave immigrants were evicted.  :(  I stopped the game late at night, and the next morning noticed upon reloading dwarves sleeping on the ground everywhere.

Fortunately I have a save prior to the nobles showing up, but I'm going to lose several hours, and I hope that is enough to actually fix the problem.  I've changed my Init to disable the economy entirely as well, as I really dislike the bedroom rent situation.

Also, I have stones marked for dumping to clear rooms for later smoothing/engraving; one room on a floor by itself (under my dining hall) and a new wing of noble offices have been marked for dumping for nearly 2 game years.  None are getting dumped, and my idlers have climbed to over 50 (out of 140+).

To forestall a few obvious questions, I have had a garbage zone throughout (and moved it to RIGHT NEXT to the areas to be cleared after I noticed none were getting moved), refuse hauling is turned on for all my peasants and other low priority crafters.  Other dump zones have worked wonderfully during this game; clearing out thousands of stones to make way for stockpiles and rooms.  Why aren't they moving the stones?

Hmm, other things I can think of, are dwarves set to gather minerals? Did you specify the zone as a dump? I know that I sometimes just lay done the zone and forget to say what its for. I think dumping is item hauling, or maybe stone hauling. Are the stones also forbidden? Thats all I can think of for now.
