how big should it be if I want a 1x1 waterfall to flow down through my dining room from a full 7/7 river?

are you talking about an evaporation chamber below the dining level?

Or just the area where the water is collected before being pumped up again? I just dig out a chamber below the dining room, maybe 3 or 4 zlevels deep, from where I pump it up again to above the dining room. when only the pumps are running and the channel coming from the river is closed the system is rather stable.

I would say yes, but then I have never used an evaporation chamber with a waterfall before. I generally make mine a closed circuit by pumping the water back up with and letting it drop down again, or open circuit by directing it into a chasm.

Impractically huge, you'd either have to empty it out into a chasm, pump the water back up, or have quite a huge room to evaporate water. I used my tower-cap farm as evaporation chamber few times, it took around quarter to half of a whole level on a 6x6 map to evaporate a decent water source ( around 3-6 wide underground river or surface brook), I expect it'd be somewhat smaller if it's just a waterfall as opposed to a large water source  ;D

how many pumps?
how much water?
how big of a circuit?

if you make a cistern just as big as the dining room and add a single-pump-stack, its good enough. I tend to make the cistern some z levels deep, but its not really necessary i think.

fill the cistern, shut off the water inlet, and just pump it from the cistern back to the start of the waterfall thingy.
