I hit a level where everytime i try to dig a staircase down it collapses... So i start again and dig a downward followed underneath by a up/down and the up/down always collapses....What gives?

Ice up-stairs are successful about one time in 6 in my experience.

 Use ramps?

This is because you are digging through ice into bedrock. The game sees the bedrock as room temperature and the ice as frozen. By digging a downward staircase out of ice it comes in contact with the bedrock and melts. 3 ways to be able to get into the bedrock:
1.) Use ramps, they are dug out from below(bedrock) and won't melt.
2.) (b)uild, (C)onstruction, (d)ownward staircase. Don't use ice to build it. Rock, wood or metal.
3.) Go into the init and turn temperature off.
