Population cap

So I was trying a family challenge, two dwarves, man and wife against the unforgiving world.  I set my pop cap to 2 in the init.txt file, but migrants keep showing up and have to be escorted to the "squishing room" before any personal attachments are formed.  Do I need to do something else to stop the illegal migrants?
My dwarves are also still breeding, but that's not really bugging me.  Although I think the name generator should base childrens names off of their parents in some way... hmmm.
