Because an active dose of LSD is very minute, a large number of doses can be synthesized from a comparatively small amount of raw material. Beginning with ergotamine tartrate, for example, one can manufacture roughly one kilogram of pure, crystalline LSD from five kilograms of the ergotamine salt. Five kilograms of LSD — 25 kilograms of ergotamine tartrate — could provide 100 million doses, according to the DEA, more than enough to meet what is believed to be the entire annual U.S. demand. Since the masses involved are so small, concealing and transporting illicit LSD is much easier than smuggling other illegal drugs like cocaine or cannabis.[74]

So what, you're gonna dump 2.5 kilo's in there and hope it distributes itself evenly over the tens of millions of liters that people drink and none of it ends up in the hundreds of millions of liters that goes through the same system but ends up being used for bathing, cleaning, clothes washing, lawns, livestock, etc?  Less then 1% of the water supply actually gets drunk so multiply by a factor of 100 there and then mulitiply by a factor of 10 (a low estimate probably!) to deal with uneven distribution and suddenly you're looking at needing 2500 kilograms to give a major city a dose.  When the Feds busted the worlds biggest producers of LSD back in 2000, they found .2 kg of LSD in their possession.   These guys were producing 1/3 of the worlds LSD supply according to some estimates and they only had less ten .1% of what you'd need to drug a city.

Diffusion. Problem is that it'd spread out too slowly. That is; unless you make sure that only the water leaving the purification plant is laced...

Oh, and they only make such small quantities because there is no need for bigger quantities. LSD isn't a drug taken very often, and it's not exactly a profitable drug. I mean, you could probably get a dose for what, 10 bucks? Less? That'd leave you unable to do anything for around twelve hours...

Its always in the chemistry. If you could take over the water plant for about a month, you could definatly lace the water supply with LSD. Note that LSD is a contact drug IIRC so anyone taking a shower or bath in LSD laced water is also likely to be effected. Note that this is something that always bothered me about Batman Begins in that the vaporized water causes immense fear and yet no one who took a shower was effected.

They were probably terrified too, they just couldn't find their way out of the shower.

Also, it might not be a physically sound plan given the scale, but lacing the water supply with LSD is very much in the character of LCS, and would be a lot of fun if large scale events like that could be tracked.

Speaking of which, why isn't there a (de)criminalization of drugs issue?

Or, like I said, you could just rig the distribution system with devices that release specific amounts of LSD. Honestly you don't need more than 40 micrograms to cause an effect; so even if the water and LSD didn't have time to diffuse completely, you would still be pretty much out of whack.

Might be too difficult to accomplish.

OH MY GOD AQIZZAR, I WAS JUST ABOUT TO MENTION THAT. Where have you hidden the Conservative Mind Reading Device?!

Okay, possibly more practical idea.  How about tampering w/ a local water main at night so that a five block radius has it's water severely contaminated?  Then you send a bunch of hippies in raincoats to go pull on all the fire alarms throughout downtown...
