Climbing is why he hasn't added them back in, as I understand it.  It's just what I remember seeing in the dev notes.
He hasn't added them back in because fixing the roads is still (from what I heard) part of the 1000 items in the countdown.

No, it doesn't! Even with # of erosion passes set to 0 and "don't erode cliffs" set, you get lots of single tile wide slopes with down and up ramps right next to each other. You may occasionally get a few tiles of cliff, but only 1z level and 2-3 tiles long. You of course can get little chunks of cliff where a feature cuts through something, but you get that regardless of erosion settings.

Why not just create mini-cliffs (assuming you have specific gameplay reason in mind)? Got tired of thieves walking down the slopes into my otherwise walled-off fort entrance, so I mined the slopes away.

That is, unless you want to have massive cliffs for some specific reason?

Massive cliffs are neat natural features!  Building into a cliffside is really cool -- usually it's just the top of your fortress that's exposed, but with a cliff, you can dot the cliff face with windows etc.  I intend to try a dwarven cliff dwelling sometime.   Also they're also great for hurling goblins to their deaths and general mayhem of that kind.
