ahh so its the progression of the tiles filling that produces the pushing affect, not just the instant filling you get with high pressure. So then how would you go about achieving this optimum pushing affect?

 Pulses of water. Release a bunch of water 'till you notice 7/7 water nearing the captives. Then cut off the water flow 'till the water starts to die out. Then turn it back on. Repeat.

 At least, in theory. And with DF, that's all that matters.
