[40c] Collect sand - infinite job cancellation spam

Just encountered this problem. A dwarf began collecting sand. While at the sand collection zone, I noticed he'd picked up the wrong bag (I like to separate bags for different purposes according to type) and so I forbade the bag in question. At that point he started spamming the job cancellation message over and over. Suspending the job allowed him to go on his way again, but as soon as I un-suspended he just started spamming again. Cancelling the job and queueing it up again sorted things out.

Sounds similar to the spam you get when there is a corpse outside of the fortress and you have forbidden your dwarves to go outside

I had something similar a while ago while trying to fill an indoor pool. My trader was helping the bucket brigade when he should have been trading. I forbade the bucket and suddenly got hundreds of "fill pond" cancellations.

The spam stopped when I removed the zone the job was related too. This was back in 39c or 39e.
