For some reason, my fortress is in the middle of summer (1st of Malachite, to be exact) and everything is still frozen over. I know I embarked in a freezing biome, but surely it shouldn't be that bad? I was using the normal parameters, not some uber-cold region so it seems like a bug.

And it shouldn't be a permafrost area, since I can see snow-covered trees, like birches and oaks., and grass and lakes and even a brook.

make sure the river is isn't frozen when you turn temprature off
either that or you settled  in a permanently freezing biome

There are permanently frozen biomes. Almost all "freezing" biomes are permanently frozen. It is unrealistic, though, isn't it? Even the north and south poles have summers, if only for a month a year.

My current fort is situated in an area that rains throughout the year, and only stops for a few days here and there.

I don't know why, but that just seems cool to me. I can imagine how it would look in a version of DF beyond the Lighting arc, with the rain beating down, the occasional lightning flash in the sky, and the flickering torches at the gates... and for a moment, two huge pillars of flame illuminating the land in a brilliant orange glow as my two tame dragon guardians torch a few terrified intruders, before the night once again reclaims the land and obfuscates the smouldering ashen grounds.

There are permanently frozen biomes. Almost all "freezing" biomes are permanently frozen. It is unrealistic, though, isn't it? Even the north and south poles have summers, if only for a month a year.

They do, but they don't melt.  There's a reason why it's called permafrost.

What about the freezing regions which aren't glaciers or taiga, though? I don't think plants can grow in permafrost.
