According to Toady, any race with the BABYSNATCHER tag will be hostile right now. It's a stopgap measure until he better integrates world politics into fortress mode.

I wanted to add that REGION where civs live in entity_default also heavily influences politics and wars especially, as civs won't war much if they never meet. Civs who live close but not on top of each other are more likely to be friendly, but if you mod everyone to live on ANY_PLAINS or ANY_FOREST = 5, madness starts to break out.

and if there are more then 4 (or 5) civs like in vanilie will you have more sieges/ trader caravans? one par each race you are in bad / god relation?
so it would be god in this case to make a mod with many creatures of different bioms and make an interesting world with them.(migth work better with a really parsed world where they can interact a bit between eachother.)
where can a little more explication about creating civs found in  forum or wiki (tokens in wiki are not always totaly clear and enougth)
