Drunks?

What does it take for a civilization to get drunks?

I modded in a new civilization, but their mead hall only ever has a mayor, no drunks.
Is it because they lack [ALCOHOL_DEPENDENT]?

I need my meat-shields!

Alcohol_dependent doesn't cause drunks to appear.

In 39+ versions the drunks are very rare (because now there're a lot of jobs avaliable).
If you want meat... companions try to hire military men (not guards). You should be more proficient in some combat art than they are in their main skill to hire them.
