Pumps consume water when destination is full?

I have some machine operated pumps to bring water up from the river. It seems that when a pump is pumping A -> B, if B is full, the water still gets taken from A, and then seemingly vanishes. If B is full, surely no water should be moved, or the water should 'spill over' at B. Since the wiki says the second one does not happen, then water should not be getting used up by the pump...?

Edit: I had a leak, but not till much further downstram from the pump. So the water was something like:

Does the game have some clever optimisation for the water? It wasn't obvious what was going on originally but it wolud make sense if the water at the pump was being 'short circuited' to the 654 region as some optimisation of the fluid mechanics algorithms...?

So seemingly not a bug after all, but an interesting insight ot the code maybe?
