Yes yes, it's a lot of pretty concept art and background fluff (I admit, the super deformed look has an appeal), but the actual design part is just some broad points that every would be X-COM sequel lists out.  You'll note that this page was put up last December, and as far as I can tell, there's been no update.  Though I don't know where this thing is from.

I wished for a Survival Crisis game I really wanted to see developed from a teapot genie, but all he gave me was vaporware.

The page link came from this guy's site, which appears to be a six month dead repository of creepy loli art and "if I was in charge" game ideas.  This wasn't vaporware, it's fancy daydreaming.

Concept art and ideas are very neat.

interestingly enough he does claim to have written some code on the game earlier (though it has to be pointed out that the guy is a designer, and what designers call "code" is known only to them and the Spaghetti Moster).
