I'm not sure if this is a bug, but it seemed kind of strange.

A well can draw until the water below is at depth 2, but a hole by itself can be emptied down to 1. If you're lowering the bucket down with a rope, shouldn't you be able to get more than you would get by trying to reach down by hand?

I learned this while trying to empty my water reservoir with buckets (I needed to do some work on it, I was getting towercaps popping up everywhere and blocking the water flow)
