I usually have a pretty good justice setup. I use chains in a 1x3 room (with the door it's a 2x1 room) and they just hang out there untill their time is up. No beds or chairs in my cells. ^.^;;

As long as you've got justice set up, the hammerer won't do anything.

Prior to the hammerer coming, though, if you don't have a prison, any of your guards will be sent to 'beat up' the offender. That's actually the job description if you use the view tool on them. ^.^;;

If you had a guard with an axe or sword they might have used it, which could be worse than hammering.

I can confirm personally that having a good justice system does NOT stop hammerers from delivering beatings, but it might reduce their frequency. I think this also has to do with the personality of the noble; one baron I had generally threw out either hammerings or jail sentences of 30 days, while his successor didn't seem to enjoy hammerings, but threw people in the jail for 360 days.

However, having no jails, no guards, and a nerf-bat wielding hammerer makes it all good.
