Most strings are in the exe. However, some of the screens can be localized as they are in the data files. They use the same encoding as the save files: http://www.dwarffortresswiki.net/index.php/User:Rick/Save_research

Note they aren't plain-text files. They use the same file/data encoding also shown on that page.

OMG. All texts in this game contain in EXE??? This is very bad and deprecated........ :'(

Yes, in current alpha stage there's no localization suport yet. I don't know if Toady wants to change it in future.
