It's no use. I've been racking my brains for days, but I still can't think of an instrument with a high likelihood of drowning the musician. Closest I can think of is a trombone with a broken spit-valve.

I think dwarves would be limited to basic woodwinds and some percussion. I could see them making a (poor-quality) recorder out of stone, and a woodblock or something is probably in their reach. Honestly, all they need for percussion is an object that they can hit.
