[39b] No human rulers

I've just gen'd my first world in 39b and there are no people listed under the Ruler List for any Human civs in regionx-world_history.txt.  There used to be in the Feb release.

There are no human civ rulers at this point. Only site rulers. Eventually they'll come back, but for now there's just the weaponmasters in the mead hall.
