Any way to make "outside" togglable on a lever?

For one reason or another (use of the trade depot during seiges, keeping dwarves out of my drowning room entranceway, etc.) I'd like to have a little finer control over what exactly the "dwarves stay inside" command does. Is there any way to make a tile's "inside" status togglable on a lever? I tried a bridge, and that doesn't work -- the tiles below the bridge are "inside" even when the bridge is raised.

I also tried putting in glass block ceilings and / or grates over my entrance tunnel, but all that did was make the tunnel "inside light", which wasn't good enough, and dwarves kept rocketing past.

Any thoughts, options, or suggestions on this one?

Maybe just make a hole above the place and put walls around the hole so the goblins cant shoot in?
