I would go with mythic protection from time. world-gen takes (sjhould take if it's good) a lot of time (seconds is near prefect, but probably dozens of seconds) doing that at every tick (even in a limited way) would ruin the game, while doing this (in a full way) when you time travel can be tolerated, as it is the feature of the game.

as for money cheating, we can assume that so long as there is investment, money is not a problem for time travellers anyway (investing into prospecive clutzes and then making so that they win to pay you back is a must!). additionally we can allow people to only go back and forth on the scale of a day (so droping money in a cave for a week is not a perfect idea)
