How common are fell moods?

They're pretty common if your dwarves are miserable but if you're a halfway decent player all your dwarves will probably be ecstatic. (Unless you just got ambushed or something)

Personally, I'd make it a requirement that the nobility hang around the butcher's shop all day long.

Then you could have your King-Leather Thongs.

You wanna see your Dwarves start turning each other into Dwarf leather codpieces, I'd advise against booze and beds. Every once in a while, find your most popular Dwarf, and send him out hunting with no weapons and no armor. There's a delicate balance between "gruimble. I'm miserable" Dwarves and "RAAAGH! DWARF SMASH!" Dwarves. That's the biggest challenge.
