Is there a way to differentiate clothing so only one gender wears it?

Dwarves don't have genders. They have different beard sizes.

(Seriously, though, I'm pretty sure there isn't.)

One issue with this is that the clothing available and the details about a culture are supposed to be decided randomly.  Say, some cultures might have women wear veils; others might have everyone wear veils; others might have only the men wear veils.

Of course, at some point the line between randomness and showing players a coherent world that makes sense to them has to be drawn...  if someone finds a civilization where only the men wear dresses and the women wear pants, their first thought is probably going to be "BUG!", not "neat randomness!"  Maybe this could be avoided by communicating to the player that this is a quirk of the culture they're looking at, somehow...
