Milkable Tag?

How does it work exactly?  I was thinking of trying to mod in a species called  "Pygmy Cow"  that was a milkable cow-like creature that gives you cow's milk.   So, actually there is more questions I guess.  (This would be my first time modding.)
1) How does the milkable tag work?  Meaning what is the number inside the tag for?
2) Can you have carryable small creatures that aren't considered vermin?
3) Can you set a gender to said small creatures? (Pygmy Bull.)

I'm pretty sure its hardcoded and can't be messed with despite the presence of tags.

Yup, you can, it's not hardcoded. But only small animals. I believe all small animals are considered vermin.
